We welcome you to our Centre’s website, which is dedicated to the enhancement and promotion of human factors skills as well as technical assistance in the civil aviation field.
With more than 20 years of experience in civil aviation training, our Centre has progressively established itself as a labelled reference in capacity building for States, industry professionals and relevant stakeholders.
Our position relies on a unique double international recognition as a Regional Civil Aviation Security Training Centre within ICAO’s network of Aviation Security Training Centres (ASTC), and a member of the global ICAO TRAINAIR PLUS Network. To this end, we deliver training aligned with international standards, based on a competency-based approach and a harmonised and standardised training methodology.

These ICAO recognitions give us a distinctive positioning in the international civil aviation training landscape, combining expertise in civil aviation security and instructional excellence through the TRAINAIR PLUS programme.
Our training activities cover all areas of civil aviation across all 19 Annexes of the Chicago Convention, translated into training, consulting and technical assistance actions tailored to the needs of States and sector stakeholders.
Our activities fully align with ICAO’s “No Country Left Behind” initiative, aiming to guarantee an effective, harmonised and equitable implementation of international civil aviation standards.
Our interventions cover all stakeholders across the civil aviation field, including regulatory authorities, airport operators, airlines, air navigation service providers, and training organisations. This integrated approach aims to strengthen institutional and operational capacity, as well as drive continuous improvement in compliance with ICAO Standards and Recommended Practices (SARPs).
We remain committed alongside States and civil aviation stakeholders to support the effective implementation of international standards, institutional capacity building, and the continuous performance improvement of the aviation sector, in line with the objectives of a safe, secure, harmonised and sustainable aviation system.

This membership allows the Centre to design and deliver competency-based training covering the various technical fields of civil aviation addressed by the 19 Annexes to the Chicago Convention, using the Training Packages (TPP), Standardized Training Packages (STP) and Competency-Based Training Packages (CBT) developed to ICAO standards.
Thanks to this instructional design expertise, AFSAC is also able to develop training solutions tailored to the specific needs of States and aviation organisations, in accordance with the TRAINAIR PLUS methodology.

The ICAO ASTC network comprises 35 active training centres across all ICAO regions. An annual meeting of centre directors ensures effective communication between those centres and ICAO. AFSAC founded
Founded in 2008, AFSAC was established as a centre specialising in civil aviation security and safety training, approved by the Directorate General of Civil Aviation (DGAC) under the Tunisian Ministry of Transport.

ICAO TRAINAIR PLUS Global Programme
In 2016, AFSAC joined the ICAO TRAINAIR PLUS Global Programme (GAT/ICAO), a major milestone in its international development that confirmed its commitment to delivering training compliant with the methodologies and requirements of the International Civil Aviation Organization.

In 2017, AFSAC was recognised as an ICAO Regional Civil Aviation Security Training Centre (ICAO Aviation Security Training Centre – ASTC), strengthening its position as a regional centre of reference for competency development in the field of aviation security.
Audited excellence
A recognition renewed every two years
To maintain its level of excellence and its permanent compliance with ICAO requirements, AFSAC undergoes a regular ICAO audit and evaluation process every two years, as part of the renewal of its recognition. These evaluations verify compliance with international standards, the effectiveness of its training system and its ability to uphold best practice in aviation competency development.
Thanks to the continuous renewal of its ICAO recognition and its unwavering commitment to quality and continuous improvement, AFSAC consolidates the trust of its partners and pursues its mission of supporting States and civil aviation stakeholders in line with ICAO’s “No Country Left Behind” vision.
As part of its mission to train civil aviation personnel in the broadest sense, the Centre runs training sessions for everyone concerned with civil aviation security. In recent years, countering acts of air terrorism has become one of the foremost priorities of international organisations and national civil aviation authorities alike.
To keep pace with the growing technical demands of air transport security, the Centre has built a team of seasoned professionals and earned, over recent years, recognition at both national and international level. As an ICAO Regional Training Centre, it hosts workshops and aviation security courses on behalf of the Organization every year — such as the ICAO risk management workshop held in Tunis from 1 to 4 October 2019 for States falling under the Paris Regional Office (EUR/NAT).
