Objective

This online course assists aviation experts in preparing for Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) activities, in various areas concerning soft skills, key auditing principles, the history and implementation of CMA tools, vital elements of an effective safety oversight strategy and the ICVM process and its phases.

The USOAP CMA provides a mechanism for ICAO to collect and analyze safety information from Member States and other stakeholders in order to identify and prioritize appropriate oversight and monitoring activities to be carried out by ICAO.

This course aims to prepare qualified aviation experts from States or recognized international organizations for performing USOAP CMA activities (upon selection) as well as to provide aviation industry experts with knowledge related to USOAP. This training is offered in compliance with the ICAO Safety Oversight Audit Manual (Doc 9735).

This course covers the USOAP CMA fundamentals, including the Programme's history, principles, objectives, auditing techniques and safety oversight system critical elements. In addition, it will enable you to practice soft skills such as effective communication, time management and teamwork dynamics.

  3. Module 2: Part 2 - USOAP Audit Modules: Module A Overview of the ICAO Universal Safety Oversight Audit Program, Module B Critical Elements of an Effective Safety Oversight System, Module C Overview of USOAP Audit Tools
  4. Module 3: Part 3 - ICVM Modules: Module A Evolution of USOAP to a Continuous Monitoring Approach, Module B ICVM Coordinated Mission: Establishment and Implementation, Module C ICVM Process Overview, Module D ICVM Phases: Pre-mission Phase, Module E ICVM On-site Activities, Module F ICVM Validation and Reporting Phase
  5. Module 4: Final Exam

Target audience

Prospective ICAO auditors and ICAO Coordinated Validation Mission (ICVM) experts; State aviation safety personnel who neither have a nomination letter nor meet the criteria to become potential USOAP CMA auditors yet wish to enhance their competencies; Experts working for the ICAO Technical Co-operation Bureau (TCB); Other aviation industry professionals who are interested in expanding their knowledge in one of the audit areas related to the USOAP CMA
