International framework

AVSEC training at the heart of ICAO’s international requirements

Civil aviation security is an essential pillar of the international civil aviation system: it aims to protect aviation against acts of unlawful interference while keeping airport operations smooth and efficient.

Within this framework, ICAO supports States in implementing the Standards and Recommended Practices (SARPs) that apply in particular under Annex 17 – Security, dedicated to safeguarding civil aviation against acts of unlawful interference, and under Annex 9 – Facilitation, which governs the measures used to facilitate the movement of aircraft, passengers, crews, baggage, cargo and documents while incorporating the relevant security requirements.

Through its assistance and capacity-building programme, ICAO thus helps States to develop, implement and maintain effective national security and facilitation systems, in line with international requirements.

ICAO Aviation Security Training Centres (ASTCs) are an essential component of ICAO’s global capacity-building framework. They deliver the training programmes recognised by the Organization, contribute to developing the skills of civil aviation professionals and play an active part in improving States’ compliance with international standards.

AFSAC – the ICAO Regional Civil Aviation Security Training Centre in Tunis (ICAO ASTC Tunis), a member of the global ICAO GAT TRAINAIR PLUS network, is fully committed to this mission, delivering specialised training for civil aviation authorities, airport operators, airlines and every player involved in the aviation security chain.

ICAO certificate 24 courses

Certified courses

A course qualifies a ROLE: screening officer, supervisor, national inspector, instructor. It ends with an assessment and awards an ICAO certificate, recognised internationally.

ICAO Aviation Security Training Packages (ASTPs)

To support States in building the skills required to apply international requirements effectively, ICAO develops and updates specialised Aviation Security Training Packages (ASTPs).

These training programmes follow a competency-based approach and address the various levels of responsibility involved in managing and implementing aviation security.

They cover in particular:

  • Basic training for civil aviation security staff
  • Training for national civil aviation security instructors
  • Training for airport security supervisors
  • Air cargo and mail security
  • Training for national civil aviation security inspectors
  • Training for civil aviation security managers
  • Behaviour detection

These courses give participants the knowledge, skills and attitudes needed to implement preventive measures, carry out quality control activities, conduct inspections, manage security programmes and build national training capacity, in line with the requirements of Annex 17 and ICAO guidance.

ICAO workshops

A workshop brings together everyone involved in the same arrangement to produce a DELIVERABLE: a national security programme, a quality control programme, a crisis management plan, a certification system. The work is collective and immediately usable.

ICAO workshops on civil aviation security

Alongside its training programmes, ICAO runs specialised aviation security workshops designed to help States and organisations improve their regulatory, operational and institutional arrangements.

These workshops take a practical, interactive approach: participants review their existing systems, identify any gaps, share international best practices and develop solutions suited to their national and organisational environments.

They address in particular:

  • The National Civil Aviation Security Programme (NCASP)
  • The Airport Security Programme
  • The National Civil Aviation Security Quality Control Programme
  • The National Civil Aviation Security Training Programme
  • Certification of security staff and security stakeholders

Unlike conventional training, which is mainly geared towards individual knowledge and skills, ICAO workshops favour a collaborative approach based on practical case analysis, assessment of existing arrangements, the use of methodological tools and the drafting of action plans that can be applied at national or organisational level.
