The goal of the workshop is to enable participants to identify the general principles of a National Civil Aviation Security Training Programme (NCASTP) and to acknowledge the training requirements. Participants will develop a draft NCASTP using the provided template, in accordance with the ICAO Aviation Security Manual (Doc 8973 – Restricted).
Learning objectives
State the ICAO requirements for a NCASTP.
State the objectives and scope of a NCASTP.
Outline responsibilities of the Appropriate Authority with regard to the State’s NCASTP, including those responsibilities which may be delegated.
Describe recommended monitoring activities related to AVSEC training and list the four subsystems which make up the Aviation Security System.
State the primary benefit of completing a job description and job analysis as part of the recruitment process.
List the three phases of course development.
Define security culture and identify the needs of security awareness and AVSEC training, in accordance with the ICAO Global Aviation Security Plan (GASeP).
Using the NCASTP exercises template provided, draft assigned sections of a NCASTP.

Target audience
Participants should be at the senior or middle management level with a role in the development, implementation and/or oversight of the NCASTP.
Prerequisites
Have successfully completed secondary education or an equivalent level.
Have written and oral command of the language of instruction.
