Objective

The purpose of this course is to enable aviation security auditors/inspectors to acquire the theoretical and practical knowledge necessary for conducting national audits, inspections and/or tests through the application of the relevant competencies and in accordance with Annex 17 – Aviation Security and the ICAO Aviation Security Manual (Doc 8973 – Restricted).

Learning objectives

  • Determine monitoring elements contained in a National Civil Aviation Security Quality Control Programme (NCASQP).
  • Describe the legal basis for security audits, inspections and tests.
  • Define aviation security audits, inspections and tests.
  • Determine the duties and specific skills required by an auditor/inspector.
  • Determine the appropriate national programme methodology for conducting quality assurance activities.
  • Conduct the various aspects of a simulated aviation security inspection.
  • Define effective Root Cause Analysis and resolution.

Target audience

The target population will be aviation security personnel who are employed at the national level primarily responsible for the national quality control oversight.

Prerequisites

Participants should work for the State’s appropriate authority responsible for aviation security, other regulatory authorities, airports, airlines, and/or other stakeholders that have an active role in their national aviation security quality control oversight programme.
Participants should have attended a specialized AVSEC training activity and/or have regulatory experience.
Participants should have written and oral command of the language of instruction.
