Objective

The objective of this course is to provide an introduction to the basic principles governing the protection of safety data, safety information and related sources.

The course provides an outline of the principles of protection of safety data, safety information captured by or derived from safety reporting systems, as well as the sources of such data and information. The course will provide information about the role that States and service providers play in implementing and applying the protective framework.

Learning objectives

Outline the principles of protection for safety data, safety information and its related sources.
Identify the role of States and service providers in applying the principles of protection.
Explain safety information sharing and exchange between and within States.
Outline the principles of exception, including the key considerations for determining whether a principle of exception applies.
Describe the role and the designation process of the competent authority.
Outline interaction between protective provisions in Annexes 6, 13 and 19.

Structure

Module 0: Course Introduction
Module 1: Module 1: Basics – What is safety data and safety information? / Why is it important to protect safety data, safety information and related sources? / What is the purpose of the principles of protection? / How are the principles of protection applied to safety data and safety information? / What is the role of States and service providers?
Module 2: Module 2: Sources – How are the principles of protection applied to the sources of safety data and safety information? / How are employees protected? / How is safety data and safety information protected in the public domain? / What factors are considered in safety information sharing and exchange? / How is recorded data protected? / What are right-to-know laws?
Module 3: Module 3: Exceptions to Protection – What are the principles of exception? / What is considered when determining whether a principle of exception applies? / What is the role of a competent authority? / How are competent authorities selected? / What are authoritative safeguards?
Module 4: Module 4: Protection Provisions in Different Annexes – What are the requirements included in Annex 13? / What are the protections outlined in Annex 6 and Annex 19? / What is the level of protection in the provisions? / How do the principles of protection interact with the provisions contained in other Annexes?
Module 5: Final Exam

Target audience

Civil aviation authorities, service providers and other competent authorities with responsibility for making decisions about the use and protection of safety data, safety information and their related sources.
Secondary Target Population: Operational personnel or organizations reporting safety data and safety information to voluntary and mandatory safety reporting systems; Any other persons seeking access to, or the disclosure of, safety data or safety information; Any aviation professionals who are interested in expanding their knowledge in these areas.

Expected outcomes

The Final Exam consists of 20 multiple-choice questions. You require a grade of 80% to pass, and you are allowed 3 attempts. Upon successful completion of the exam, you will receive ICAO's e-Certificate.
