Target audience
Primary target audience: Senior course developers in all training centres. Secondary target audience: Personnel in civil aviation authority of States, responsible for managing and approving competency-based training. Entry requirements for attending the VCT course are as follows: have completed ICAO Training Developers Course (TDC); have developed at least one Standardized Training Package (STP) and hold a valid ICAO Qualified Course Developer (IQCD) certificate.
